Rule 23
Program approver
(1) Subject to sub-rule (1) of Rule 22 under the purpose, policy goals and approved budget of the office, the Ministry and the program to be operated under it shall be approved by the Ministry. If the approved program is of central level, the Ministry will have to inform the National Planning Commission.
(2) According to sub-rule (2) the approved annual program and spending authority shall be sent to the concerned office within fifteen days of the beginning of the financial year.
(3) The relevant Ministry shall provide the information of the approved annual program according to sub-rule (2) to the relevant Office of the Controller of Funds and Accounts and the National Planning Commission. In addition, the related ministry should provide information on the authority to spend to the related fund and accounting controller office.
